Ohio House Budget Proposal: Income Tax Cuts With No Business Tax Increases

This week, the Ohio House Republican Leadership, led by Speaker Cliff Rosenberger, released its changes to the proposed state biennial budget, House Bill 64. The legislation has been undergoing weeks of public testimony in the House since Governor John Kasich released his framework and proposal in February. The House has made sweeping changes to the proposed state budget by eliminating nearly all proposed tax increases, while still providing an across-the-board personal income tax (PIT) cut for everyone and an increased personal income tax deduction for smaller businesses.
